Here in Kinston, we must pay close attention. Our city manager, Rhonda Barwick, earns a salary far above the state median, even as parts of our city remain neglected and in need of investment. Meanwhile, Mayor Dontario Hardy has repeatedly exceeded his travel budget, raising serious concerns about fiscal responsibility and priorities.
When city leaders are paid handsomely while basic services and neighborhoods are overlooked, it’s a sign that something is out of balance. And when spending goes unchecked, the risk of financial mismanagement—and even criminal liability—grows.

If a thorough audit uncovers evidence of embezzlement, fraud, or willful neglect, those responsible—including the city manager and mayor—could face criminal charges.
