Know the Roles: Understanding City Leadership
To create real and lasting change in Kinston, it’s essential for every citizen to understand the responsibilities of our city’s leadership—and to hold each position accountable. Here’s what each role does:
The Mayor of Kinston
The Mayor serves as the ceremonial head and public face of the city. The Mayor presides over City Council meetings, represents Kinston at official events, and often acts as a spokesperson for the community. While the Mayor may not have unilateral decision-making power, they help set the agenda, advocate for city priorities, and work to build consensus among council members. The Mayor also signs official documents and may have the authority to break tie votes in council meetings.
The City Council
The City Council is the legislative body responsible for making laws, setting policies, and approving the city’s budget. Council members represent the interests of Kinston’s residents, debate and vote on ordinances, and oversee city services and programs. The Council works closely with the Mayor and City Manager to ensure that the city’s operations align with the community’s needs and values. Council members also serve as a direct link between citizens and city government, listening to concerns and advocating for solutions.
The City Manager
The City Manager is the chief executive officer of the city, appointed by the City Council. This position is responsible for the day-to-day administration of city operations, including managing city staff, implementing policies set by the Council, and preparing the annual budget. The City Manager ensures that city services are delivered efficiently and effectively, oversees departments such as public works, parks, and public safety, and provides professional recommendations to the Council on city matters.
The City Attorney
The City Attorney serves as the legal advisor to the Mayor, City Council, City Manager, and all city departments. This role involves drafting and reviewing ordinances, contracts, and other legal documents, representing the city in legal proceedings, and ensuring that all city actions comply with state and federal laws. The City Attorney helps protect the city’s interests and provides guidance on complex legal issues that affect city governance and operations.
Citizens: The Backbone of Accountability
Change happens when citizens show up, speak out, and hold every official responsible. Your involvement—attending meetings, asking questions, and staying informed—ensures that our leaders serve Kinston with transparency and integrity. Let’s work together to make sure every leader fulfills their duty to Kinston and that our city becomes stronger, one person and one project at a time.
